Papalpreet Singh is a self-proclaimed video journalist and Sikh activist. He is considered the right hand of the pro-Khalistani leader and fugitive Amritpal Singh. Reportedly, he was also linked with ISI in Pakistan. Career

Sikh Activist

In 2007, two events which changed the life of Papalpreet were when Jagtar Singh Hawara and Balwant Singh Rajoana were sentenced to death in the assassination of the former chief minister of Punjab Beant Singh and Dera Sacha Sauda chief Gurmeet Ram Rahim Singh disrespected Sikh Gurus by dressing up as Guru Gobind Singh. He then decided to quit his job and work for the welfare and protection of Sikh culture and became a Sikh activist. Later, he joined Sikh Youth Front and Sikh Youth Federation Bhindrawala. Gradually, he started supporting the Khalistani movement. In 2015, he came into the limelight at Sarbat Khalsa, a biannual deliberative assembly of the Sikhs held at Amritsar in which he read out the chargesheet of the militant Narain Singh Chaura, which was against the then chief minister of Punjab Parkash Singh Badal. During the speech, he even said that Khalistan was the only solution to all the problems related to Sikhs. Later, a case was charged against him for organising Sarbat Khalsa. However, in 2018, the case was dropped on the recommendation of the Justice Mehtab Singh Gill Commission.

Shiromani Akali Dal Member

In 2016, he joined the Indian political party Shiromani Akali Dal (Amritsar), led by Simranjit Singh Mann. Papalpreet campaigned for Mann in the 2017 Assembly elections. However, in the same year, Papalpreet resigned from the party.

Other Work

Papalpreet Singh has started a website ‘Punjab Shield’ which is a pro-Khalistani news website and a monthly magazine named ‘Dharam Yudh.’ According to his mother, he was a member of the panchayat in his village.

Controversies

Arrested by Police Under Various Cases

In 2015, he was arrested for reading out the chargesheet of the militant Narain Singh Chaura during Sarbat Khalsa, which was a biannual deliberative assembly of the Sikhs held at Amritsar. In the same year, he was charged under section 107/151 of the Code of Criminal Procedure to stop the Sikh activists from participating in a protest which was to be organised at the premises of Dayanand Medical College and Hospital in Ludhiana. Attempt to Murder Charges

In 2019, while Papalpreet Singh was working against the drug peddlers in his village, his group had a fight with the supporter of drug peddlers. Later, Papalpreet and his group members were booked under IPC section 307 for an attempt to murder. Later, Singh claimed that his name was falsely dragged into the matter as at the time of the fight, he was sitting at his home. He even asked the local police to remove his name from the FIR. Booked Under Four Criminal Cases

In 2023, he was booked by the Amritsar Police under four criminal cases. In one of the cases, the Income Tax Department issued a notice against Papalpreet in which he was flagged as High Risk-CRIU (Case Related Information Upload). He was also asked to explain the source of unaccounted income of Rs 4.48 lakh. The Income Tax Department stated that Papalpreet had not submitted his returns for the financial year 2019-20. According to the media sources, in 2023, while Papalpreet and Amritpal were escaping from the police they kept a bag with a woman named Baljeet Kaur at Shahabad in Kurukshetra (where they took shelter for a day) and told her that someone would come to collect the bag. However, before someone else could collect the bag, the local police recovered the bag from the woman from which the Income Tax notice was also recovered. [9]The Economic Times

Fugitive Amritpal Singh’s Aide

On 21 March 2023, during the hearing of the habeas corpus plea (for unlawful detention or imprisonment) filed by Iman Singh Khara, the legal adviser to Waris Punjab De, at the Punjab and Haryana High Court, the Punjab government informed the court that the government has invoked the National Security Act against the absconding Amritpal Singh and his aide Papalpreet Singh.

Reportedly, it was Papalpreet who helped Amritpal Singh in escaping from the Punjab Police, and he was also considered the mastermind behind Amritpal’s escape. In a CCTV footage, the local police identified Papalpreet and Amritpal Singh escaping from various districts of Punjab and Haryana. On 10 April 2023, Papalpreet was arrested by the Amritsar rural police from Kathu Nangal in Amritsar, Punjab. [10]The Quint Later, on arresting Papalpreet, the local police addressed the media and said,

He (Papalpreet) is the main associate of Amritpal Singh. He has been arrested from Kathunangal area in Amritsar. Papalpreet has been detained under the stringent National Security Act (NSA) and that six other cases have also been registered against him. Further legal action will be taken against him as per law.”

  • According to his mother, in his village, he used to help needy students in providing education. He has started various drug rehabilitation centres in Punjab. He also owns a music academy in his village.
  • In a radio interview in 2016, Papalpreet Singh said that he was inspired by the work of Gurbachan Singh Manochahal, founder of Bhindranwale Tiger Force of Khalistan.
  • In 2023, after the Amritpal-Papalpreet’s escape upheaval, all the social media accounts of Papalpreet and Amritpal were restricted in India.
