Rashmi Shukla

Rashmi Shukla is a 1988 batch Indian IPS officer of the Maharashtra cadre. She hit the news when she was blamed for tapping the phones of some political leaders in Maharashtra, leading to the lodging of three FIRs against her between 2021 to 2022. In January 2024, she made history after becoming the first female Director General of Police (DGP) of Maharashtra.

Rashmi Shukla, known as Rashmi Awasthi before marriage, was born on Tuesday, 30 June 1964 (age 59 years; as of 2023) in Uttar Pradesh, India. Her zodiac sign is Cancer. After completing her schooling at St. Xavier’s High School in Mumbai, she enrolled at Elphinstone College in Mumbai, where she completed her graduation. She later joined the Mumbai University. There, she earned a master’s degree in arts. After completing her formal education, Rashmi appeared for the UPSC civil services examination and managed to clear it. Thereafter, she reported at the Sardar Vallabhbhai Patel National Police Academy (SVPNPA) in Hyderabad, Telangana, where she underwent a police training module.

Family

Husband & Children

Her husband’s name is Uday Shukla. He was an IPS officer and was posted as RPF Chief Security Commissioner-cum-IG in the Western Railways in Mumbai till 2018. He passed away in 2018, aged 58, while undergoing treatment for cancer at the Ruby Hall Clinic in Pune. The couple has a son and a daughter.

Career

Rashmi Shukla was allotted the Maharashtra cadre after the completion of her police training on 25 August 1988.

Soon after, she was appointed as the Superintendent of Police (SP) of Nashik Rural. She went on to serve as the SP of Aurangabad Rural, Satara, and Pune Rural districts. She was later posted to Mumbai, where she was appointed as the Deputy Commissioner of Police of Zone 1 and 5. In 2008, during the terror attacks in Mumbai, she was serving as a coordinator with the Maharashtra Government, and her outstanding performance during the tough times earned her many appreciation awards. She was then appointed as the Additional Commissioner of Police (ACP) of the Southern Zone of Mumbai. Thereafter, she became the Joint Commissioner of Police of Crime Branch in Mumbai. She has also held the post of Commissioner of Nagpur Police and Pune Police (2016). She became the second woman to hold the post of Commissioner of Pune Police.

Thereafter, she held the post of Additional Director General (Traffic). She went on to hold the posts of Deputy Inspector General (Administration) and Inspector General (Law and Order). She was then posted to the State Intelligence Department (SID) as its commissioner; she held the post till her removal in 2019. Thereafter, she served as the Civil Defence’s Director General (DG). She was elevated to the post of ADG at the Government of India in 2021.

In the same year, she was appointed as the Additional Director General (ADG) of the Central Reserve Police Force (CRPF) of the J&K Zone. She was appointed as the ADG of the CRPF in Hyderabad in 2022.

She was empanelled as a Director General of Police (DGP) by the Government of India in the same year. In 2023, she was appointed as the Director General (DG) of the Seema Suraksha Bal (SSB), a post that she held till her appointment as the Director General of the Maharashtra Police in January 2024.

Controversy

The Phone Tapping Case

Rashmi Shukla had three FIRs lodged against her in 2021 and 2022, accusing her of illegally tapping phones, including that of Congress president Nana Patole, during her tenure as Commissioner of the State Intelligence Department. Patole made these allegations in 2021. This led to a probe following which an FIR was filed by the Pune police on 25 February 2021. The FIR claimed that phone tapping occurred for 60 days for “political motives.” In 2022, Shukla challenged the FIRs in the Bombay High Court, arguing that the then-ruling Maharashtra government, MVA, had pressed false charges against her. The Central Bureau of Investigation (CBI) took over the case in July 2022. Two out of the three FIRs against Shukla were dismissed by the Bombay High Court in early 2023. After the CBI submitted a closure report in May 2023, which was accepted by the Bombay High Court, the case was officially closed in September 2023. [2]The Indian Express
