Rakesh Pal is an Indian four-star general of the Indian Coast Guard (ICG). He hit the headlines in July 2023 after he was appointed as the 25th Director General of the Indian Coast Guard. Pal also holds the distinction of being the first officer of the ICG to qualify as a gunner.

Rakesh Pal was born in Uttar Pradesh, India. After completing his formal education, he joined the Indian Naval Academy (INA) at Ezhimala, Kerala. There, he completed his military training in January 1989 and joined the Indian Coast Guard as an Assistant Commandant (AC).

Career

After Rakesh Pal joined the ICG, he attended a specialized professional course in Gunnery & Weapons Systems at the Indian Naval School Dronacharya in Kochi, Kerala, and completed an Electro-Optics Fire Control Solution course in the United Kingdom, thus earning the distinction of becoming the first gunner of ICG. Throughout his career, he has held significant positions including the Commander of Coast Guard Region (North West) in Gandhinagar, Deputy Director General (Policy & Plans), and Additional Director General of Coast Guard at Coast Guard Headquarters in New Delhi.

Additionally, he has taken up various roles as Director (Infra & Works) and Principal Director (Administration) at Coast Guard Headquarters in New Delhi. Rakesh Pal has also accumulated extensive maritime experience, having led operations on all classes of ICG ships; ICGS Samarth, ICGS Vijit, ICGS Sucheta Kriplani, ICGS Ahalyabai, and ICGS C-03. Pal has also commanded two Coast Guard bases in the forward area of Okha and Vadinar in Gujarat.

In February 2022, Rakesh Pal was promoted to the position of Additional Director General (ADG) and assigned to the Coast Guard Headquarters in New Delhi. In February 2023, he was assigned the additional responsibility of serving as the Director General (DG) of the Coast Guard.

Under his leadership, the Indian Coast Guard conducted numerous operations and drills. These activities encompassed apprehending drugs and illicit substances as well as seizing valuable gold worth millions of rupees. They also carried out rescue missions for mariners caught in severe cyclonic storms, engaged in joint exercises with foreign coast guards, performed anti-poaching operations, provided humanitarian aid during cyclones and other natural disasters, and executed coastal security exercises. On 19 July 2023, the Ministry of Defence (MoD) cleared his appointment as the 25th Director General (DG) of the ICG. While giving an interview, Rakesh Pal said,

I am very honoured and privileged to take over as the 25th DG of the Indian Coast Guard. My priorities are to make sure that our Coast Guard charter of duties for which we are mandated, we are going to fulfil that. We are going to ensure gap-free surveillance, coastal security. We are having a very good synergy and the coordination with multistake agencies. We are looking forward to ensure that the coastal security apparatus is as per the SoP which is in place.”
