Controversy

Discrepancy in the allotment of land

In August 2022, Kalpana hit the headlines after BJP leader and former chief minister Raghubar Das claimed that Hemant Soren, her husband, had abused his position of authority to assign a plot for his wife’s business. The Department of Commerce was then headed by Hemant Soren during which Kalpana received an 11-acre area of land from the plot pool that was initially set aside for tribal people under which the tribal people could launch their industrial projects. Kalpana Soren is the proprietor of Sohrai Private Limited, which was given a plot for a meat processing facility at the Ranchi’s Barhe Industrial Park in 2022. Raghubar Das claimed that the land allotment constituted a breach of Section 13(2) of the Prevention of Corruption Act. [3]The Indian Express

  • Her father-in-law, Shibu Soren, is the chief of Jharkhand Mukti Morcha.
  • On 31 December 2023, Sarfaraz Ahmed, a JMM MLA from Gandey resigned from his position due to personal reasons. This led to speculations of Kalpana becoming the new chief ministerial face in Jharkhand and that the seat was intentionally vacated by Sarfaraz Ahmed so that Kalpana could contest the bypoll elections from Gandey. In an interview, Nishikant Dubey, a BJP MP from Jharkhand’s Godda, said,

The new year “could bring pain to the Soren family”. Jharkhand’s MLA from Gandey, Sarfaraz Ahmed, has resigned from the Assembly and his resignation has been accepted. Soon, Hemant Soren-ji will also resign from the post of chief minister and his wife, Kalpana Soren-ji, will take over as the next CM.”

This move came after the Enforcement Directorate (ED) summoned Hemant Soren for the seventh time in the Prevention of Money Laundering Act case. The ED, in its summon, stated,

Since you have not come to the office of the Directorate of Enforcement in obedience to the summonses issued to you, we are giving you this last opportunity to record your statement under section 50 of the Prevention of Money Laundering Act, 2002, at the place, date and time, mutually convenient to you as well as the undersigned (ED), which should be within 7 days of receipt of this notice/Summons.” [7]NDTV

The speculations about her possibly becoming CM grew stronger after her husband, Hemant Soren, was summoned by the Enforcement Directorate in a Rs 600 crore land fraud case in January 2024. Champai Soren, however, was appointed as the CM of Jharkhand after Hemant’s arrest in January 2024.
