Shubham Kumar was born on Friday, 14 February 1997 (age 24 years; as of 2021) in Kumhari Village, Kadwa Block, Katihar District, Bihar. His zodiac sign is Aquarius. He did his primary schooling at Kumhari Village, Bihar. Later, he attended Vidya Vihar Residential School, Parora, Purnia, Bihar, and completed his class 10 in 2012. He then joined Chinmaya Vidyalaya Bokaro, Jharkhand, for class 11 and class 12.

He then started preparing for IIT, and in the entrance exam, he got 219th rank and was admitted to IIT, Bombay. Civil Services

He made his first attempt in the Union Public Service Commission Civil Services Examination in 2018, but he could not clear the exam. A year later, he made his second attempt and secured the 290th rank after which he got selected in the Indian Defence Accounts Service (IDAS). He then started his training at the National Academy of Defence Financial Management (NADFM), Pune. Shubham then made his third attempt in 2020 and topped the Union Public Service Commission Civil Services Examination (2020). Shubham Kumar scored a total of 1,054 marks i.e., 878 in the written test and 176 in the personality test (or interview). As the optional subject, he opted Anthropology. In an interview, he shared that he did not attend any coaching classes for his preparation. He used to study daily for 7 to 8 hours for pre-exam and increased the studying hours to 8 to 10 hours for his main exam. After almost 33 years, UPSC got a topper from Bihar after the Indian additional chief secretary of the Bihar government, Amir Subhani. While talking to the reporters, Shubham said,

The development of villages, employment generation, and poverty alleviation in rural areas of the country would be his primary focus. My dream was to get into the IAS as it gives a wider platform to work for the betterment of the people. It has been realised and I would like to work for the underprivileged people, especially in rural areas. My father used to motivate me a lot and helped me in maintaining a positive attitude that helped me in clearing the exam. I have been preparing since 2018. I could not believe the results today. I will perform with my fullest capacity in whichever position I’m assigned to.”

He added,

I used to have a fear of disqualification before the prelims and mains. I was fortunate to have the constant support of my friends and family. I had a good plan for study, used to self analyse so my preparation was on track. I was not expecting this rank. Neither I nor my family could believe it when we first saw the rank list. It took us some time to realise that this had actually happened. My parents are thrilled with my success… As an IAS officer, I will work with a focus on rural development. I will be really happy if I get Bihar cadre.”

His grandmother and grandfather always wanted Shubham to become an officer and keep asking. Shubham has been a meritorious and topper in studies since childhood. He always wanted to become an IAS. Since childhood, he was calm and meritorious and after class 6, he studied in Patna and then did 10th education from Bihar. I did not tie him Potli but a thread of protection.”
