Lokesh M is an Indian civil servant and a dentist. In 2023, he was appointed as the CEO of the Noida Industrial Development Authority (NOIDA). He is a 2005-batch IAS officer of the Uttar Pradesh cadre.

In 2006, he was appointed as Assistant Magistrate and Collector in Aligarh. In 2007, he was appointed as Joint Magistrate & Collector in Saharanpur. He held the position of Prayagraj’s Chief Development Officer from 2008 to 2009. He served as District Magistrate & Collector in Kaushambhi (2009-2011), Amroha (2011), Ghazipur (2011-2012), and Etah (2012-2013). From 2012 to 2013, he received an in-service training named ‘Public Policy and Management’ at the IILM Institute for Integrated Learning in Management in Delhi. He underwent another in-service training, ‘Natural Resource Management,’ at the Administrative Training Institute in Mysore from 2013 to 2014. In 2013, he was appointed as Special Secretary to Horticulture and Food Processing Department, and Housing and Urban Planning Department in Lucknow. He received mid-career training, MCT Phase-3, in 2015. He worked as District Magistrate & Collector in Kushinagar (2014-2016) and Mainpuri (2016). He held the position of Inter Cadre Deputation in Karnataka for five years on personal grounds. In 2021, he was appointed as Divisional Commissioner in Saharanpur (2021-2023) and Kanpur Nagar (2023). During his 22-month tenure as Divisional Commissioner of Saharanpur, Lokesh M accomplished significant projects, including the construction and beautification of two ponds on Delhi Road. He also played a significant role in establishing various attractions such as Herbal Park and Butterfly Park in the company garden.
In June 2023, apart from serving as Divisional Commissioner, he also began to serve as Labour Commissioner in Kanpur Nagar. In July 2023, he replaced Ritu Maheshwari, a 2003 batch IAS officer of the Uttar Pradesh cadre, as the CEO of the Greater Noida Industrial Development Authority (GNIDA).
- In April 2022, he flagged off an awareness rally in Saharanpur to make the Pundhoi River garbage free.
- In October 2022, he attended the Indian Handicraft Fair in Noida, where he discussed many topics including special designers for exporters and wood clusters.
