Ravi Sinha

Ravi Sinha is a 1988 batch Indian Police Service (IPS) officer of the Chhattisgarh cadre. He hit the headlines in June 2023 after he was appointed as the secretary of India’s external intelligence agency, the Research and Analysis Wing (R&AW).

Ravi Sinha was born on Tuesday, 14 January 1964 (age 59 years; as of 2023) in Bhojpur district, Bihar, India. His zodiac sign is Capricorn. After completing his schooling, he enrolled at St Stephen’s College in Delhi, where he earned a bachelor’s degree in arts. After completing his formal education, Ravi appeared for the civil services examinations held by the UPSC and cleared the examinations. In 1988, he joined the Sardar Vallabhbhai Patel National Police Academy (SVPNPA) in Hyderabad, Telangana.

Career

After completing his police training at the Sardar Vallabhbhai Patel National Police Academy (SVPNPA), Sinha was allotted the Madhya Pradesh cadre on 21 August 1989.

In 2000, after Chhattisgarh was carved out of Madhya Pradesh and established as a new state, Sinha was shifted to the Chhattisgarh cadre. Thereafter, he was posted at the Chhattisgarh Police Headquarters in Raipur. Sinha was later appointed as the Chief Superintendent of Police (CSP) in Durg, Chhattisgarh. Sinha is regarded as a specialist in counter-insurgency, and due to this expertise, he occupied significant police roles in Jammu and Kashmir, the northeastern regions of India, and the red corridor (areas greatly impacted by naxalism). In 2007, he was posted to New Delhi on central deputation. Thereafter, he was posted at the Research and Analysis Wing (R&AW). In 2016, he assumed command of the R&AW’s Operations Division. It is reported that he, along with the then secretary of R&AW Rajinder Khanna, played a pivotal role in the planning and execution of the 2016 surgical strikes led by the Indian Army’s special forces in Pakistan after the attack on an army camp in Uri, Kashmir. Sinha has also held the posts of Personal Security Officer (PSO) and Special Secretary in the Cabinet Secretariat (SR). He also assisted the former R&AW secretary Samant Goel in preparing operational plans for conducting the Balakot Airstrike in 2019 after the Pulwama attack which led to the death of many CRPF soldiers. On 19 June 2023, the Government of India announced the appointment of Ravi Sinha as the 24th secretary of the R&AW; he will serve in the post till June 2025. The Ministry of Personnel’s statement read,

The Appointments Committee of the Cabinet has approved the appointment of Ravi Sinha, IPS (CG:88), PSO, Special Secretary, Cabinet Secretariat (SR) as Secretary, Research & Analysis Wing vice Samant Kumar Goel, IPS (PB:84) on completion of his tenure on 30.06.2023 for a tenure of 2 years from the date of assumption of the charge of the post, or until further orders, whichever is earlier.”
