Dr Kashmir Singh was born on Saturday, 30 June 1951 (age 71 years; as of 2022) in Kultana village in Rohtak, Haryana. His zodiac sign is Cancer. He attended a local school and later, earned a bachelor of science degree from Rohtak. From 1971 to 1977, he pursued a master’s degree in science in mycology & plant pathology and a PhD degree in plant pathology at the Indian Agricultural Research Institute in New Delhi. Career

Plant Pathologist

He worked as a plant pathologist in the Ministry of Food and Agriculture from 1977 to 1978. He was in charge of Plant Quarantine Stations of Sea Port, Air Port and Land frontier, and was associated with wheat export to USSR in 1977.

IPS Officer

He joined Indian Police Service in June 1978 in Uttar Pradesh Cadre. After training at Lal Bahadur Shastri National Academy of Administration, Mussoorie, National Civil Defence College, Nagpur, National Police Academy, Hyderabad, and Police training College, Moradabad, he joined Uttar Pradesh police as Assistant Superintendent of Police at Ghaziabad.

Then, he served as ASP Agra, and ASP Kanpur, and then got promoted to Additional Superintendent of Police. He was posted as SP Rural area, Meerut & Aligarh followed by SP city, Bareilly & Moradabad. He was given the district charge as SP of a district at Ghazipur, Lakhimpur Khiri, Bijnor, Firozabad. Then, he served as Senior Superintendent of Police (SSP) Prayagraj (then-Allahabad), SSP Meerut, and commanded the Battalion of Pradeshik Armed Constabulary (PAC). He held the charge of Deputy Inspector General of Police,(DIG) Lucknow Range, DIG PAC, DIG Economic Offences, and Civil Defence. He was promoted to Inspector General (IGP) and held the charge of IG PAC cum Secretary UP Police Sports Control Board, IG housing and Welfare, Director Telecommunication Secretary to Chief Minister of UP looking after the Home Ministry and Sports department, IG Border Zone, IG Zone Varanasi and IG Personnel. He was promoted to the rank of Additional Director General of Police. He moved to the Ministry of Home Affairs, Govt of India in the capacity of Joint Secretay in 2008. He worked on various issues like the development of critical infrastructure, medical facilities in schools, drinking water management, skill development programs, compensation to the affected person of violence and atrocities, rehabilitation of the affected displaced tribal population, and implementation of Forest rights of tribal population. In October 2010, he joined CISF as Additional Director General, and he was Head of the Airport Sector in CISF, having all major Airports of the country under the security cover of CISF. After his retirement in 2011, he started his own company namely IKANN Skills and Security Consultants Pvt Ltd which is an Assessing Body empanelled with the Ministry of Skill Development & Entrepreneurship, Govt of India. His company conducts online & offline assessment work in 31 sectors of the Skill Development Initiative scheme. He also heads another company Amba Infrawell Pvt Ltd, an IT company.

Golfer

He started playing golf during his police service in 2000. He won the All India Police Golf Championship in 2001. He won gold in the World Police and Fire Games, held in Barcelona, Spain in 2003. He won a silver medal in the World Police and Fire Games, held in Quebec City, Canada in 2005. He won three gold medals in four events in the World Police and Fire Games held in Adelaide, Australia in 2007. He won gold in the World Police and Fire Games, held in Chengdu, China in 2019. He won a silver medal in the World Police and Fire Games held in Rotterdam, Netherlands in 2022.

  • In 2002, he was appointed secretary by Uttar Pradesh’s chief minister Mayawati and became the first IPS officer to be appointed as the secretary of the chief minister.
  • He is the Settlor of the Trust named Achievers Foundation for Socio-Economic Empowerment.
  • He is an ardent follower of Dr B. R. Ambedkar and works actively for the empowerment of Dalits.

  • He was persuaded by LGC captain Dr R. U. Ray to start playing golf.
  • He has a diploma in Basic French Language.
  • His PhD thesis was on the Smut disease of millets.
  • He suffered a slipped disk injury in his back during his training in 1978 and the doctor conducted an operation. He was told to not train or play any sports his whole life.
