Kind of these are social terrorists. They should be treated alike. Do not follow the western concept of human rights. West created all these concepts because such offenses are very rare but in India it is very common and so punishment should be exemplary. Like in China a corrupt man found guilty was sentenced to death in Public. That is the way to deal with. In India everybody is corrupt and after Modi Government came in they are digging out these scams. monetary punishments are insignificant. Because government machinery is also a part of the scam in past in many situations they do not impose harsh penalty. Judiciary is too lazy and for them human rights of the criminal take precedent over any kind of mass crimes.
